This bill establishes a $100 annual registration surcharge for battery electric vehicles and plug-in hybrid electric vehicles. The surcharge revenue will be deposited into the highway fund. The Department of Transportation is authorized to use up to 20% of the collected fees each year for the construction of electric vehicle service equipment on New Hampshire transportation corridors. The Department of Safety, Division of Motor Vehicles will determine the necessary procedures for determining which vehicles are subject to the surcharge. The Division of Motor Vehicles and the Department of Transportation are required to report annually on the surcharge revenue and the use of funds for electric vehicle service equipment.
According to the fiscal note, this bill is estimated to generate $400,000 in revenue in FY 2024 and $800,000 in revenue in FY 2025 and FY 2026. The Department of Transportation would incur one-time system programming costs of $25,000 in FY 2023 to implement the provisions of this bill. Additionally, 12% of road toll and motor vehicle fees collected are distributed to municipalities in the year following collection, resulting in increased state highway fund expenditures and local revenue beginning in FY 2025.
