This bill amends RSA 39:3 to require at least 10 percent of a town's registered voters to petition for warrant articles at a special meeting. Currently, the law requires 50 or more voters or 1/4 of the voters in town, whichever is fewer, to petition for warrant articles in towns with fewer than 10,000 inhabitants, and 5 voters to petition in towns with 10,000 or more inhabitants. The bill also specifies that the number of registered voters in a town is the number of voters registered prior to the last state general election. The bill further states that the checklist for an annual or special town meeting shall be corrected by the supervisors of the checklist as provided in RSA 654:25-31, and that a special town meeting cannot be held on the biennial election day. This bill will take effect 60 days after its passage.
