This bill allows the secretary of state to conduct a second recount after an election if there is reason to believe a serious error occurred in the counting that would have altered the outcome of the election. Currently, candidates are only entitled to one recount under certain conditions, and the declaration made by the secretary of state is final, subject to appeal. This bill would allow for a second recount in certain circumstances.

The bill amends RSA 660:3 to add the provision allowing for a second recount. It also states that if more than one candidate applies for a recount for the same office in the same district, and a recount is completed, there will not be a second recount. The bill will take effect 60 days after its passage.
