The resolution proposes an interim study to explore alternative funding sources for affordable and workforce housing in Nebraska, addressing the current shortage in these areas. Traditionally, funding for housing programs has come from the General Fund and the documentary stamp tax; however, as General Fund resources have diminished, there is a pressing need to identify new funding avenues. The study will investigate how other states finance housing initiatives and seek innovative solutions for Nebraska.

The Revenue Committee of the Nebraska Legislature is tasked with conducting this interim study. Upon completion, the committee is required to report its findings and recommendations to the Legislative Council or the Legislature, ensuring that the insights gained from the study can inform future policy decisions regarding housing funding in the state.
