The resolution aims to conduct a comprehensive study to identify and analyze best practices and policies from other states that effectively reduce domestic violence and enhance outcomes for survivors in Nebraska. Recognizing domestic violence as a significant public safety and health issue, the resolution highlights the barriers survivors face, particularly in rural and underserved areas, such as limited access to shelters, legal services, and economic support. The study seeks to ensure that Nebraska's policies and resources are evidence-based and responsive to the needs of survivors while holding offenders accountable.
The proposed study will focus on various aspects, including prevention and early intervention strategies, law enforcement training, specialized court models, access to supportive services, interagency coordination, data collection, and policies aimed at reducing repeat offenses. The Judiciary Committee of the Nebraska Legislature is tasked with conducting this interim study and will report its findings and recommendations to the Legislative Council or Legislature upon completion. Input from a diverse range of stakeholders, including survivors and advocacy organizations, will be integral to the study's development and recommendations.
