This bill mandates that industrial integrators, defined as large corporations managing entire livestock supply chains, develop and submit an annual disaster mitigation plan to the Department of Health and Human Services. The plan must address protocols for coordination and communication during disaster events, which include infectious disease outbreaks and natural disasters. It requires identification of key local entities such as health departments, hospitals, emergency responders, and veterinary clinics within a five-mile radius of the facility, as well as mayors of nearby villages or cities.
The disaster mitigation plan must detail how industrial integrators will notify and coordinate with these entities in the event of a disaster, including procedures for reporting exposures and facilitating public health monitoring. Additionally, the plan should outline how to acquire and distribute personal protective equipment for those potentially exposed, and include measures to prevent the spread of infectious diseases, isolate affected animals, and reduce transmission risks within and between facilities.
