This bill amends the Uniform Credentialing Act to establish a framework for the licensure of internationally trained physicians in Nebraska. It introduces new definitions, including "internationally trained physician" and "health profession shortage area," and outlines the criteria for obtaining a limited or restricted license. Specifically, the bill allows internationally trained physicians to practice under a limited license for up to three years, provided they meet certain qualifications, including having a valid certification from the Educational Commission for Foreign Medical Graduates and a passing score on specific licensing examinations. After practicing under a limited license, these physicians may apply for a restricted license, which can also be renewed for an additional three years.

The bill also includes provisions for disciplinary actions against limited or restricted licenses, allowing the department to suspend or revoke licenses for professional misconduct or noncompliance with licensure requirements. Additionally, it establishes an appeals process for internationally trained physicians who are aggrieved by actions taken against their licenses. The original sections 38-2001 and 38-2002 of the Revised Statutes Cumulative Supplement, 2024, are repealed to harmonize the new provisions with existing law.
