This individual must meet specific criteria, including being a former member of the U.S. House of Representatives, a former head coach of the University of Nebraska-Lincoln football team, having served as the Athletic Director of the University of Nebraska-Lincoln, and having attended Hastings High School.

Additionally, the bill includes a provision for the commission to procure a plaque to honor Nebraskans awarded the Medal of Honor for their military service, which will be displayed in the State Capitol. The original section 72-728 is repealed, indicating that the new language will replace the previous statute entirely.
