The bill establishes the Nebraska-Ireland Commission, which aims to enhance business and cultural relationships between Nebraska and Ireland. The commission will consist of various members, including directors from state departments, representatives from educational institutions and business associations, and public members appointed by the Governor. Additionally, three nonvoting members from the Nebraska Legislature will serve on the commission. Members will serve two-year terms without compensation, although they may be reimbursed for expenses. The commission is tasked with promoting bilateral trade, investment, and mutual economic support, and it will meet quarterly.

To support its activities, the bill creates the Nebraska-Ireland Fund, which will be administered by the Department of Economic Development. This fund will cover the commission's administrative expenses and support its initiatives, funded through legislative transfers, federal funds, and private contributions. The commission is required to submit an annual report to the Governor and the Legislature detailing its findings and recommendations, starting December 1, 2027.
