Legislative Bill 47 mandates that all members of the Nebraska Legislature complete a civics assessment within ninety days of taking their oath of office. The assessment consists of twenty randomly selected questions from the civics portion of the United States Naturalization Test, administered by the Clerk of the Legislature. While completion of the assessment is required, passing it is not; the results will not impact a member's ability to hold office, and the bill clarifies that it does not alter the qualifications for office as established in the Nebraska Constitution.
The Clerk of the Legislature will oversee the administration of the civics assessment and will certify each member's raw score, which will be kept confidential. However, the raw scores will be published on the official website of the Legislature and included in each member's public biography. Additionally, members who do not achieve a passing score will be invited to attend a voluntary civic literacy seminar offered by the Nebraska State Historical Society or the Legislative Research Office.
