This bill amends the Nebraska Political Accountability and Disclosure Act by introducing a limit on contributions made to candidate committees. Specifically, starting January 1, 2027, individuals will be prohibited from contributing more than three thousand five hundred dollars to a candidate committee during an election period. If a contribution exceeds this limit, the candidate committee is required to refund the excess amount within ten days and report the details of the contribution in subsequent campaign statements. Notably, contributions from a candidate's own personal funds are exempt from this limit.
Additionally, the bill establishes a mechanism for adjusting the contribution limit every two years, beginning January 1, 2029, based on the cumulative percentage change in the Consumer Price Index for All Urban Consumers. The adjusted limit will be rounded to the nearest hundred dollars. The bill also clarifies that the "election period" refers to the calendar year of the election. The original section of the law being amended is repealed as part of this legislative update.
