This bill amends sections 31-735 and 31-741 of the Nebraska Revised Statutes to update the election process for the board of trustees of sanitary and improvement districts and to revise contract bidding requirements. Specifically, it establishes that elections for the board of trustees will occur every two years, with provisions for different voting rights based on property ownership status. The bill introduces a new voting structure where, at elections held four and six years after the first election, two members will be elected by resident property owners and three by all property owners. Additionally, it allows for a reduction in the number of trustees from five to three under certain conditions, such as having fewer than seventy property owners entitled to vote.

Furthermore, the bill modifies the threshold for contract bidding, increasing the limit from twenty thousand dollars to fifty thousand dollars for construction work or material purchases, which must be awarded to the lowest responsible bidder after a minimum notice period of twenty days. The board of trustees retains the authority to reject any bids and can negotiate contracts if public bidding is unsuccessful. The original sections of the statutes being amended are repealed as part of this legislative update.
