Specifically, it permits the substitution of roll form microfilm or other accessible durable mediums for traditional book recording methods. The bill stipulates that once the accuracy and quality of the recorded instruments or filed documents are verified, the original documents do not need to be retained. Additionally, it establishes that a medium is considered accessible if it can be retrieved through intellectual, digital, or physical means within institutional or legal parameters.

The bill also modifies the procedures for filing notices related to bankruptcy proceedings and state tax liens, ensuring that original notices need not be retained if filed using the newly allowed mediums. Furthermore, it clarifies that preservation duplicates of essential records must be durable and accurate, and it reinforces that such duplicates have the same legal standing as the original records. The original sections being amended are repealed as part of this legislative update.
