The proposed legislation, known as the Community Health Worker Training Endorsement Act, aims to enhance Nebraska's public health workforce by establishing a certification process for community health worker training programs. The Act outlines the definition of a community health worker, the services they provide, and the core competencies required for certification. It also mandates that community health worker services be eligible for reimbursement by Medicaid and private insurers, thereby promoting access to preventive and primary care services.
Additionally, the Act empowers the Department of Health and Human Services to adopt rules and regulations by December 31, 2026, to maintain core competencies, define the endorsement process, and establish procedures for the approval and renewal of training programs. Importantly, the Act clarifies that it does not create licensure or certification requirements for community health workers, nor does it authorize them to perform tasks requiring professional licensure. Completion of an endorsed training program will not equate to licensure or certification under the Uniform Credentialing Act.
