This bill amends section 79-808 of the Reissue Revised Statutes of Nebraska to modify the requirements for obtaining a Nebraska substitute teacher's certificate. It replaces the existing requirement for applicants to demonstrate human relations training with a new mandate for the State Department of Education to develop an interpersonal relations training course and test. The bill allows applicants to fulfill the training requirement by either completing the new interpersonal relations training course and passing the associated test or by having the required human relations training.

Additionally, the bill introduces a provision for the issuance of a temporary certificate for applicants who have not completed the interpersonal relations training requirement. The State Department of Education is tasked with creating and making available an online course and test that covers similar topics to the previous human relations training. The department may charge a fee for this course, which cannot exceed the costs of providing the service. The original section 79-808 is repealed as part of this legislative update.
