This bill proposes new regulations regarding the rounding of transaction amounts in cash transactions within the state of Nebraska. It stipulates that any person selling goods or services in a cash transaction, or paying cash wages, may round the total transaction amount, including taxes, based on the final digit of the cents. Specifically, if the amount ends in one, two, six, or seven cents, it can be rounded down to the nearest five cents. Conversely, if it ends in three, four, eight, or nine cents, it can be rounded up to the nearest five cents. Additionally, if the total amount is one or two cents, it must be rounded up to five cents.

Importantly, the bill clarifies that these rounding rules do not apply to transactions made using demand or negotiable instruments, electronic fund transfers, checks, gift cards, money orders, credit cards, or similar payment methods.
