This bill amends section 75-327 of the Reissue Revised Statutes of Nebraska to modify the provisions regarding dynamic pricing used by transportation network companies during states of emergency declared by the Governor. The new language allows dynamic pricing to be implemented at the Governor's discretion in any political subdivision specified in a state of emergency, unless explicitly prohibited by the Governor in the emergency proclamation or an executive order. Additionally, dynamic pricing is permitted in political subdivisions not specified as being under a state of emergency. The previous restriction that prohibited dynamic pricing during such emergencies has been removed.

The bill also maintains existing requirements for transportation network companies regarding the use of dynamic pricing. These include providing clear indications of dynamic pricing on their platforms, requiring passenger confirmation of understanding before completing a ride request, and offering a fare estimator for passengers. Furthermore, upon completion of a ride, companies must send an electronic receipt to passengers detailing the ride's origin, destination, duration, distance, total amount paid, and the driver's first name. The original section 75-327 is repealed as part of this legislative update.
