This bill amends section 75-327 of the Reissue Revised Statutes of Nebraska to modify the regulations surrounding dynamic pricing used by transportation network companies (TNCs) during states of emergency declared by the Governor. The new provisions stipulate that dynamic pricing will not be allowed for seven days following the declaration of an emergency that affects transportation. This prohibition is limited to the areas specified in the Governor's emergency proclamation, and the Governor retains the authority to further regulate dynamic pricing through executive orders during such emergencies.

Additionally, the bill maintains existing requirements for TNCs regarding the transparency of dynamic pricing, including the necessity for clear indications of pricing changes and fare estimators prior to ride requests. The original language that prohibited dynamic pricing during any state of emergency has been replaced with the more specific seven-day restriction. The bill also mandates that TNCs provide electronic receipts to passengers after rides, detailing essential information such as the ride's origin, destination, duration, and total cost. The act is declared an emergency measure and takes effect immediately upon approval.
