This bill amends section 81-6,122 of the Reissue Revised Statutes of Nebraska to enhance the evaluation process of the Olmstead plan, which aims to provide services to individuals with developmental disabilities in integrated community settings. The Department of Health and Human Services, in collaboration with various state departments and organizations, is tasked with developing a comprehensive strategic plan. The bill outlines the responsibilities of the chief executive officer of the Department of Health and Human Services, including the formation of a stakeholder advisory committee and the requirement to submit progress reports to the Legislature.
Additionally, the bill introduces a new requirement for the Health and Human Services Committee and the Urban Affairs Committee of the Legislature to hold a joint public hearing each year by October 1. This hearing will assess the progress of the Olmstead plan in key areas such as housing, employment, education, community supports, and transportation, and will explore potential legislative solutions. The committees are also mandated to submit a report of their findings electronically to the Clerk of the Legislature by December 31 each year. The original section 81-6,122 is repealed as part of this legislative update.
