The resolution proposes an interim study to investigate the growing trend of Nebraska voters registering as nonpartisan and the limitations these voters face in participating in partisan primary elections for various offices. The study aims to explore several key areas, including potential legislative reforms to enhance access for all registered voters to elections funded by taxpayer dollars, the historical context of nonpartisan access in Nebraska elections, and the implications of closed primaries on political competitiveness. Additionally, it will assess the public costs associated with administering closed partisan primary elections and consider reforms to ensure fair ballot access for nonpartisan voters.

The Government, Military and Veterans Affairs Committee of the Nebraska Legislature is tasked with conducting this interim study. Upon completion, the committee is required to report its findings and recommendations to the Legislative Council or the Legislature, thereby informing future legislative actions regarding voter participation and election access in Nebraska.
