The resolution proposes an interim study to assess the housing situation for individuals returning to Omaha after incarceration. The study aims to analyze various factors affecting housing access for formerly incarcerated individuals, including Nebraska laws, local zoning ordinances, rental practices, and the availability of different housing options such as transitional and supportive housing. Additionally, it will review successful housing models from other regions and evaluate the relationship between housing stability and recidivism rates.

The Urban Affairs Committee of the Nebraska Legislature is tasked with conducting this study, which will involve consultations with a range of stakeholders, including community leaders, housing experts, and reentry support organizations. Upon completion, the committee is expected to report its findings and recommendations to the Legislative Council or the Legislature, with the goal of aligning Nebraska's housing policies with best practices to support the reintegration of returning citizens.
