The resolution proposes an interim study to assess job opportunities for individuals incarcerated in Department of Correctional Services facilities. The study aims to evaluate the current employment landscape, identify gaps, and align policies with evidence-based practices. Key areas of focus will include analyzing data on the number of incarcerated individuals employed, the conditions of their employment, disparities based on facility, race, age, and gender, as well as compensation levels. Additionally, the study will explore potential for expanding employment opportunities both within the Department and through private businesses associated with correctional facilities.

The Judiciary Committee of the Nebraska Legislature is tasked with conducting this study and will consult with various stakeholders to ensure comprehensive and informed recommendations. Upon completion, the committee is required to report its findings and recommendations to the Legislative Council or the Legislature, thereby contributing to the development of effective policies regarding employment for incarcerated individuals.
