The resolution proposes an interim study to assess the current and future availability and sustainability of nursing facility care in Nebraska, particularly for individuals reliant on Medicaid. With over thirty-four percent of Nebraska's population aged fifty and older, and this figure rising to over forty percent in rural areas, the need for accessible nursing facilities is becoming increasingly critical. The study aims to ensure that older Nebraskans can access appropriate care close to home, which is essential for their safety and well-being.
The study will focus on identifying the availability of nursing facility care, especially for Medicaid beneficiaries, and will explore the sustainability of such care in rural regions. Additionally, it will examine barriers to access, including costs, workforce challenges, resident demographics, licensure and regulation, and Medicaid reimbursement rates. The Health and Human Services Committee of the Legislature will conduct the study and report its findings and recommendations to the Legislative Council or Legislature upon completion.
