The resolution proposes an interim study to investigate the role of pharmacy benefit managers (PBMs) in Nebraska's health insurance industry, particularly focusing on their impact on prescription drug prices and the transparency of their practices. As prescription costs continue to rise, this study aims to evaluate how PBMs influence drug pricing and patient access to medications, which has become a significant financial concern for residents and businesses in Nebraska. The study will explore various aspects of PBM operations, including their contractual relationships with health insurance plans and pharmacies, reimbursement models, formulary management practices, and the effects of these practices on independent pharmacies.

The Banking, Commerce and Insurance Committee of the Nebraska Legislature is tasked with conducting this interim study. Upon completion, the committee is required to report its findings and recommendations to the Legislative Council or the Legislature, with the goal of identifying potential legislative or regulatory solutions to enhance the transparency and accountability of PBM practices and ultimately improve the affordability and accessibility of prescription medications for Nebraskans.
