This bill amends sections 43-512.12 and 43-512.13 of the Nebraska Revised Statutes to update the procedures for reviewing and modifying child support orders for incarcerated individuals. It mandates that the Department of Health and Human Services (DHHS) initiate a review of a noncustodial parent's child support order within fifteen business days of learning about their incarceration for more than 180 days. The department is required to notify both parents of this review and request financial information within thirty days. Additionally, the bill establishes a timeline for the DHHS to complete the review and notify the parties of its determination within 120 calendar days.

The bill also introduces provisions for a conference if the DHHS finds that a decrease in the child support obligation is not warranted after the review. This conference must be scheduled within thirty days of the review's completion and can be conducted in person or virtually. The incarcerated parent has the option to waive this conference, and all notices related to the review and conference must be sent to both the parent and the facility where the parent is incarcerated. The bill aims to ensure that child support obligations are fairly assessed and modified in light of the parent's incarceration status while providing clear communication and procedural guidelines.
