This bill amends sections 16-901 and 17-1001 of the Reissue Revised Statutes of Nebraska to clarify the extraterritorial zoning jurisdiction for cities of the first and second class, as well as villages. It establishes that cities of the first class have a jurisdiction extending two miles beyond their corporate boundaries, while cities of the second class and villages have a jurisdiction of one mile. The bill allows these cities and villages to apply zoning regulations and ordinances within their extraterritorial jurisdictions, provided that such regulations do not interfere with existing farming and livestock operations.

Additionally, the bill introduces provisions that permit cities of the first class and second class, as well as villages, to exempt certain farm buildings from zoning regulations if they align with the comprehensive development plan and meet specific agricultural criteria. The definition of a "farm building" is included, specifying that it must be on a farmstead of at least twenty acres producing a minimum of one thousand dollars in farm products annually. The bill also mandates that written notice be provided to the county board when proposing changes to zoning ordinances affecting the extraterritorial jurisdiction, with a thirty-day comment period for the county board. The original sections 16-901 and 17-1001 are repealed as part of this legislative update.
