This bill amends sections 81-2234 and 81-2235 of the Reissue Revised Statutes of Nebraska to update provisions related to care management units. It introduces a new framework for determining client contributions to care management services based on a client family income schedule that utilizes federal poverty guidelines. Specifically, individuals with family incomes below three hundred percent of the poverty level may voluntarily contribute between zero to ninety percent of the cost for services, replacing the previous requirement that they "shall pay" a fee. The bill also removes a provision that mandated individuals not covered by specific subsections to pay the full fee for services.

Additionally, the bill outlines that care management units may receive reimbursement from the Department of Health and Human Services for costs not covered by individual payments or other reimbursements. The reimbursement will be based on actual casework time and will include various expenses related to care management services. The department is tasked with adopting standardized reimbursement rates, which will be adjusted at least every three years. The bill also stipulates that appropriations for these reimbursements will be separate from those under the Nebraska Community Aging Services Act.
