This bill amends several sections of the Nebraska Revised Statutes to redefine and establish new provisions for bed and breakfast establishments. It redefines a "bed and breakfast establishment" to mean a building originally designed as, built as, or converted to a single-family dwelling unit that provides sleeping accommodations and breakfast to transient guests for a single fee, with specific limitations on the number of guest rooms and guests served. The bill also updates the Nebraska Pure Food Act to include health and safety requirements for food served at these establishments, such as ensuring food is clean and safe for consumption, prohibiting the use of home-canned food except for jams and jellies, and requiring food handlers to maintain high standards of personal cleanliness.
Additionally, the bill mandates that the State Fire Code include specific provisions for bed and breakfast establishments, such as the installation of operational smoke alarms, heat detectors, and emergency lighting. It requires that each guest room have adequate means of egress and outlines fire safety measures, including the provision of fire extinguishers and, for larger establishments, the installation of a fire suppression hood in the kitchen. Bed and breakfast establishments are given eighteen months from the effective date of the act to comply with these new safety requirements. The original sections of the statutes being amended are repealed.
