This bill amends section 60-6,111 of the Reissue Revised Statutes of Nebraska, which pertains to the rights and responsibilities of individuals riding or driving animals or animal-drawn vehicles on highways. The bill clarifies that these individuals are granted the same rights and duties as vehicle drivers, with the exception of rules that do not apply due to the nature of the situation. It introduces a new requirement that, when the slowness of an animal or vehicle obstructs traffic, the rider or driver must move to the nearest shoulder to allow traffic to pass.
Additionally, the bill defines "livestock" to include horses, mules, donkeys, cattle, swine, sheep, and goats, and outlines specific responsibilities for motor vehicle operators when encountering individuals leading or herding livestock on highways. These responsibilities include exercising caution, stopping if a distress signal is given, turning off the engine upon request, and yielding the right of way to the livestock. The original section 60-6,111 is repealed as part of this legislative update.
