This bill amends section 60-6,111 of the Reissue Revised Statutes of Nebraska, which pertains to the rights and responsibilities of individuals riding or driving animals and animal-drawn vehicles on highways. The bill clarifies that these individuals are granted the same rights and duties as vehicle drivers, with the exception of certain provisions that do not apply due to their nature. It introduces new language that requires riders or drivers to move to the nearest shoulder of the highway to allow traffic to pass when their speed obstructs normal traffic flow.
Additionally, the bill defines "livestock" to include horses, mules, donkeys, cattle, swine, sheep, and goats, and outlines specific responsibilities for motor vehicle operators when encountering individuals leading or herding livestock on highways. These responsibilities include using caution, stopping if a distress signal is given, turning off the engine upon request, and yielding the right of way to the livestock. The original section 60-6,111 is repealed as part of this legislative update.
