This bill amends various sections of Nebraska's Revised Statutes to improve school safety and health measures, particularly focusing on cardiac emergency preparedness. It expands the eligible uses of the Medicaid Managed Care Excess Profit Fund to include funding for developing and implementing a cardiac emergency response plan, alongside other health services. School districts are now required to create such a plan, which must encompass the formation of a cardiac emergency response team, the placement of automated external defibrillators, and training for personnel in CPR and AED use. The State Department of Education will provide grants to support these initiatives, and the state school security director is tasked with developing a template for these plans.
Additionally, the bill amends Section 79-3109 to enhance the School Safety and Security Fund, allowing it to include funds transferred by the Legislature, as well as gifts, grants, or bequests. The fund will be utilized for grants aimed at
safety and security-related infrastructure projects. Starting October 1, 2024, any investment earnings from the fund will be credited to the General Fund. The bill also repeals several original sections of the Reissue Revised Statutes, indicating a significant restructuring of the legal framework governing school safety and security funding in Nebraska.
