This bill amends sections 80-316 and 80-401.03 of the Reissue Revised Statutes of Nebraska to update the eligibility criteria for admission to veterans homes and the provisions for veterans aid. Notably, it introduces the term "long-term care" while removing references to "domiciliary and nursing home care and subsistence." The eligibility requirements for applicants seeking admission to veterans homes have been revised to include those in need of long-term care, while eliminating the previous stipulations regarding disability and income dependency on public charities. Additionally, the bill clarifies that surviving spouses and parents of eligible servicemen and servicewomen must be unable to earn a livelihood to qualify for care.

Furthermore, the bill modifies the process for applying for aid from the Nebraska Veterans' Aid Fund. It specifies that applications for aid can originate from local post service officers of recognized veterans organizations, county veterans service officers, or state service officers, and limits applicants to one claim within a thirty-day period, with an exception for funeral expenses. The bill also emphasizes that no part of the fund's interest accumulation can be used for organizing veterans organizations, and it outlines the responsibilities of the Director of Veterans' Affairs in administering the aid. The original sections of the law are repealed to reflect these changes.
