This bill amends sections 80-316 and 80-401.03 of the Reissue Revised Statutes of Nebraska to update the eligibility criteria for admission to veterans homes and the provision of veterans aid. Notably, it introduces the term "long-term care" while removing references to "domiciliary and nursing home care and subsistence." The eligibility requirements for veterans seeking admission to veterans homes are revised to include those who have served on active duty, including training, and who are in need of long-term care. Additionally, the bill modifies the criteria for surviving spouses and parents of eligible servicemen and servicewomen, removing the age requirement for applicants and focusing on their inability to earn a livelihood.

Furthermore, the bill clarifies the application process for veterans aid, specifying that applications must originate with local post service officers of recognized veterans organizations or county/state service officers. It limits applicants to one claim within a thirty-day period, with an exception for funeral expenses. The bill also emphasizes that no part of the Nebraska Veterans' Aid Fund's interest accumulation can be used for organizing veterans organizations, ensuring that funds are directed towards necessary administrative support and the preparation of claims for benefits before the United States Department of Veterans Affairs. The original sections of the law are repealed to implement these changes.
