The proposed bill establishes the Office of Grants within the executive branch of Nebraska's state government. This office will be led by a Director of Grants, appointed by the Governor, who must have at least ten years of experience in managing federal grants. The Office of Grants will be responsible for identifying national grant programs available to state agencies, political subdivisions, and private organizations in Nebraska, as well as assisting these entities in applying for and complying with grant requirements.

Additionally, the Office of Grants is tasked with creating a statewide plan by July 1, 2026, aimed at maximizing grant funding from national programs, including federal grants. This plan will be updated annually, and the office is required to submit an electronic report to the Legislature each year detailing the plan, the impact of recent state legislation on grant funding, the number of entities served, and the total amount of grant awards received.
