This bill mandates that each public school district's school board in Nebraska adopt a policy by the beginning of the 2026-27 school year to enhance parental and guardian access to school library information. The policy must define "educational decisionmaker" as per section 79-530 and require the creation of a catalog of all library books categorized by school building, which must be accessible to parents, guardians, or educational decisionmakers of students.

Additionally, the policy must provide a notification system for parents or guardians when their child checks out a book from the school library. This notification can be delivered through a website, application, or email and must include the book's title, author, and due date for return. The provisions of this bill specifically apply to school libraries located on school district property and do not extend to other public libraries, even if they have contracts with the school district for student use.
