It maintains that all persons under nineteen are considered minors, but specifies that marriage before this age ends minority status. The bill clarifies that individuals who are eighteen years of age or older, and not wards of the state, can enter into binding contracts, execute financial documents, and acquire or convey real property.

Additionally, the bill introduces new provisions allowing individuals eighteen years or older to make their own health care decisions without parental consent, unless they are in the custody of the Department of Health and Human Services. It also permits minors under nineteen who are committed to the Department of Correctional Services for secure care to consent to their medical and mental health services without needing parental approval. The original section 43-2101 is repealed as part of this legislative update.
