The bill clarifies the rights and responsibilities of individuals who are eighteen years of age or older, allowing them to enter into binding contracts, execute financial documents, and acquire or convey real property.

Additionally, the bill introduces new provisions that grant individuals eighteen years of age or older the ability to make health care decisions for themselves without parental consent, unless they are in the custody of the Department of Health and Human Services. It also allows minors under nineteen who are committed to the Department of Correctional Services for secure care to consent to their own medical and mental health services during their commitment period without needing parental approval. The original section 43-2101 is repealed as part of this legislative update.
