It defines a "homeowner association" as a nonprofit corporation responsible for enforcing restrictive covenants on properties within a municipality. The bill prohibits these associations from adopting or enforcing rules that prevent property owners from displaying political signs related to candidates or ballot measures during a specified period, which begins ninety days before an election and ends ten days after.

However, the bill allows homeowner associations to implement certain restrictions on political signs. These include requirements for signs to be mounted to the ground, limiting the number of signs displayed for each candidate or measure, and prohibiting signs that contain specific materials or features, are larger than four feet by six feet, or pose a threat to public health or safety. Additionally, signs that are deemed offensive, distracting, or in violation of any law can also be prohibited.
