This bill amends section 79-760.05 of the Reissue Revised Statutes of Nebraska to enhance the tracking of student achievement and discipline under the Quality Education Accountability Act. It establishes a statewide system for monitoring individual student discipline, which will aggregate data by various demographic characteristics such as race, poverty, and limited English proficiency. The State Board of Education is tasked with creating a public, searchable database containing de-identified student discipline data, including details on offenses, types of discipline imposed, and any law enforcement involvement. Additionally, school districts are required to report specific disciplinary actions and incidents involving law enforcement for each student.
The bill also mandates that the Department of Education analyze and report on student achievement and discipline annually, providing insights into disparities based on demographic characteristics. The findings will be shared with the Governor, Legislature, and the public, ensuring transparency in educational outcomes. Furthermore, if a school district fails to comply with these requirements, the Commissioner of Education is authorized to take remedial action, which may include classifying the noncompliance as a violation of accreditation rules. The original section 79-760.05 is repealed as part of this legislative update.
