This bill amends several sections of the Reissue Revised Statutes of Nebraska related to the Tax Equity and Educational Opportunities Support Act, specifically to introduce military impact funding for school districts. Starting from the school fiscal year 2025-26, districts that provide free public education to federally connected children whose parents are on active duty in the uniformed services will receive military impact funding. The funding amount will be calculated based on the per-pupil federal impact aid and the general fund tax levy, ensuring that districts are supported in accommodating these students.

Additionally, the bill modifies the provisions for local system formula resources, which will now include military impact funding as part of the calculation for state aid. It also establishes new certification dates for state aid and budget authority, with the first certification occurring on or before June 15, 2025. The bill declares an emergency, allowing it to take effect immediately upon passage and approval. Original sections of the statutes that are being amended are repealed to harmonize the new provisions with existing law.
