The funding amount will be calculated based on the per-pupil federal impact aid and the per-pupil general fund tax levy, ensuring that districts with a negative funding calculation will receive zero military impact funding. Additionally, the bill modifies the definition of local system formula resources to include military impact funding and adjusts certification dates for state aid and budget authority.

The bill also establishes new deadlines for the Department of Education to determine and certify funding amounts and budget authority for school districts, with specific dates set for June 15, 2025, and March 1 of each subsequent year. It nullifies any prior certifications for the school fiscal year 2025-26 that were completed before the effective date of the act. The original sections of the statutes being amended are repealed, and the act is declared to take effect immediately upon passage and approval due to the existence of an emergency.
