This bill amends the Nebraska Liquor Control Act to introduce mandatory server alcohol training for individuals involved in the sale, service, or mixture of alcoholic beverages, as well as those providing security for licensed premises or verifying customers' ages. The bill defines "mandatory server alcohol training" and outlines the requirements for such training, which includes education on responsible beverage service practices, recognizing signs of intoxication, and local alcohol laws. The Nebraska Liquor Control Commission is tasked with adopting rules and regulations for these training programs, including certification requirements and methods for program approval.

Additionally, starting January 1, 2026, retail licensees will only be allowed to employ individuals in relevant positions if they have completed the mandatory server training program and received certification. The bill mandates that retail licensees maintain proof of certification for their employees and establishes penalties for non-compliance, including potential suspension or revocation of their licenses. The bill also harmonizes existing provisions and repeals certain original sections of the law.
