This bill establishes the Rural Health Opportunity Program aimed at encouraging students from rural communities in Nebraska to pursue careers in health care and return to practice in their home areas. It mandates that the Board of Trustees of the Nebraska State Colleges and the Board of Regents of the University of Nebraska create a memorandum of understanding to manage the program, which includes a joint application and interview process for selecting eligible students. To qualify, students must either attend or graduate from an accredited high school in Nebraska or possess a high school equivalency diploma, and they must have resided in a rural area as defined by the respective boards.

Additionally, the bill provides for a full tuition waiver for participating students, covering the cost of tuition and fees for up to four years at a state college while they complete the necessary coursework for early admission to an eligible health care program at the University of Nebraska Medical Center. The legislation also expresses the intent of the Nebraska Legislature to allocate sufficient funds each fiscal year to support the implementation of this program.
