This bill amends section 13-407 of the Revised Statutes Cumulative Supplement, 2024, to define the term "energy source" and to prohibit political subdivisions from enacting restrictions on the provision of certain energy services. The bill introduces a comprehensive definition of "energy source," which includes various fuels and power sources such as aviation fuel, biofuel, natural gas, diesel, electricity for electric vehicles, gasoline, hydrogen, and liquified petroleum gas.
Additionally, the bill specifies that no county, city, village, or other political subdivision can implement any regulations that restrict or prohibit the use of any energy source by natural gas utilities, natural gas transmission companies, retail marketers or dispensers of propane, and other energy sources. However, it clarifies that this prohibition does not apply to ordinances governing natural gas utilities owned by a city or village or regulations on propane marketers. The original section 13-407 is repealed as part of this legislative update.
