The bill amends several sections of the Reissue Revised Statutes of Nebraska related to the Commission on African American Affairs, focusing on its membership, purpose, powers, duties, meetings, and reporting requirements. Notably, the commission will now include two specific members: one who identifies as an immigrant or new American and another who is a young professional aged 18 to 25. The maximum term for members has been set to two full four-year terms, and the names of all commissioners will be listed on the commission's website. Additionally, the commission's purpose has been expanded to include the well-being of Black Americans across the diaspora, and it is tasked with developing proactive solutions to enhance the African American community.

The bill also introduces new requirements for the commission's operations, including quarterly meetings, with at least one meeting held in the city with the largest African American population. Public notice of meetings must be provided at least seven days in advance, and meeting minutes will be posted online. An annual report must be submitted to the Governor and the Clerk of the Legislature, detailing the commission's activities, legislative advocacy, community engagement, economic development initiatives, and more. The executive board of the commission is established to manage operations between meetings and can enter into contracts for services under certain financial limits. The original sections of the statutes being amended are repealed.
