This bill amends the Administrative Procedure Act in Nebraska by establishing a systematic review process for all existing and pending rules and regulations. Starting January 1, 2026, each agency is required to conduct a review every three years, designating an individual responsible for oversight. Agencies must submit detailed electronic reports to the Clerk of the Legislature by June 30 of the review year, addressing the relevance, costs, effectiveness, and origins of each rule or regulation. The Reference Committee will then forward these reports to the appropriate standing committees for further review and potential legislative recommendations by December 15 of the same year.

Additionally, the bill stipulates that agency rulemaking and regulation-making will be suspended during the review process, except for rules that are essential for public health and safety, time-sensitive, or subject to statutory deadlines. The bill also updates the citation of the Administrative Procedure Act to include this new section, while repealing the original section 84-920.
