3 Be it enacted by the people of the State of Nebraska,

1 Section 1. The Legislature finds that:
2 (1) School funding in Nebraska is overly reliant on property taxes;
3 and
4 (2) Legislative changes to school funding in Nebraska to lower the
5 reliance by school districts on property taxes for such funding is needed
6 and desired.
