A BILL FOR AN ACT relating to appropriations; to amend sections 106 and 111,
Legislative Bill 1412, One Hundred Eighth Legislature, Second Session,
2024, and section 2, Legislative Bill 1413, One Hundred Eighth Legislature, Second Session, 2024; to transfer funds, appropriate funds,
and reduce appropriations to aid in carrying out the provisions of
Legislative Bill 1329, One Hundred Eighth Legislature, Second Session,
2024; to harmonize provisions; and to repeal the original sections.
Be it enacted by the people of the State of Nebraska,
Section 1. The State Treasurer shall transfer $525,000 from the General Fund to the School Emergency Response Mapping Fund on or after the effective date of this act, but before June 30, 2025, on such dates and in such amounts as determined by the budget administrator of the budget division of the Department of Administrative Services.
Sec. 2. There is hereby appropriated (1) $-0- from the School Emergency Response Mapping Fund for FY2023-24 and (2) $525,000 from the School Emergency Response Mapping Fund for FY2024-25 to the State Department of Education, for Program 158, to aid in carrying out the provisions of Legislative Bill 1329,

There is included in the appropriation to this program for FY2023-24 $-0-
Cash Funds for state aid, which shall only be used for such purpose. There is
included in the appropriation to this program for FY2023-24 $525,000 Cash Funds for state aid, which shall only be used for such purpose.
No expenditures for permanent and temporary salaries and per diems for state employees shall be made from funds appropriated in this section.
Sec. 3. There is hereby appropriated (1) $-0- from the General Fund for FY2023-24 and (2) $8,000,000 from the General Fund for FY2024-25 to the Coordinating Commission for Postsecondary Education, for Program 692, to aid in
carrying out the provisions of Legislative Bill 1329, One Hundred Eighth Legislature, Second Session, 2024.
There is included in the appropriation to this program for FY2023-24 $-0-
General Funds for state aid, which shall only be used for such purpose. There is included in the appropriation to this program for FY2024-25 $8,000,000
General Funds for state aid, which shall only be used for such purpose.
There is included in the amount shown as aid for this program for FY2024-25 $8,000,000 General Funds for state aid for Nebraska Career Scholarships, of which $4,000,000 shall be allocated to community colleges and
$4,000,000 shall be allocated to private nonprofit Nebraska postsecondary institutions.

The unexpended General Fund appropriation balance existing on June 30,
2023, from the appropriation for the Nebraska Career Scholarship program is
hereby reappropriated.
The unexpended Cash Fund appropriation balance of Cash Funds appropriated from the Intern Nebraska Cash Fund to this program existing on June 30, 2023,
is hereby reappropriated. The unexpended Cash Fund appropriation balance of
Cash Funds appropriated from the Site and Building Development Fund to this program existing on June 30, 2023, is hereby reappropriated.
The unexpended reappropriation balances of the federal Coronavirus State Fiscal Recovery Fund pursuant to the federal American Rescue Plan Act of 2021,
42 U.S.C. 802, as amended, existing on June 30, 2023, for distribution to a

political subdivision that owns or operates a nuclear power plant in Nebraska,
less $137,000, are hereby reappropriated.
There is included in the appropriation to this program for FY2023-24
$2,500,000 General Funds to enter into a contract with an entity to assist the state, for a period of one year ending no later than June 30, 2025, with growing the state's bioeconomy industry as defined by 88 Fed. Reg. 25711
(2023). The entity shall recommend and support strategies that secure federal grants for Nebraska and increase the state's real gross domestic product through bioeconomy development initiatives. The Department of Economic Development shall electronically provide the results of the bioeconomy development initiative to the Legislative Council on or before June 30, 2025.
There is included in the appropriation to this program for FY2024-25
$5,000,000 General Funds for a state marketing campaign, for the purpose of
promoting Nebraska as a place to live, work, and play.
There is included in the appropriation to this program for FY2023-24
$26,234,402 General Funds, $84,839,197 Cash Funds, and $23,737,571 Federal Funds estimate for state aid, which shall only be used for such purpose. There is included in the appropriation to this program for FY2024-25 $19,234,402
$27,234,402 General Funds, $56,839,197 Cash Funds, and $20,737,571 Federal Funds estimate for state aid, which shall only be used for such purpose.
There is included in the amount shown as aid to this program for FY2023-24
$250,000 General Funds for the Nebraska Developing Youth Talent Initiative,
which shall only be used for such purpose. There is included in the amount shown as aid to this program for FY2024-25 $250,000 General Funds for the Nebraska Developing Youth Talent Initiative, which shall only be used for such purpose. The Department of Economic Development shall establish a separate budget subprogram to account for the expenditure of funds appropriated for the Nebraska Developing Youth Talent Initiative. It is the intent of the Legislature that the Department of Economic Development shall select industry partners or industry consortiums each fiscal year from regional industries identified by the department to participate in the initiative, which shall be
in collaboration with public schools. The initiative shall be designed to reach students beginning in the seventh and eighth grades. An annual evaluation report detailing the outcomes of the initiative shall be provided to the Legislature electronically and to the Governor, not later than September 15th each year.
There is included in the amount shown as aid for this program for FY2023-24 $7,000,000 General Funds for state aid for Nebraska Career Scholarships, of which $4,000,000 shall be allocated to community colleges and
$3,000,000 shall be allocated to private nonprofit Nebraska postsecondary institutions, which shall only be used for such purpose. There is included in
the amount shown as aid for this program for FY2024-25 $8,000,000 General Funds for state aid for Nebraska Career Scholarships, of which $4,000,000 shall be
allocated to community colleges and $4,000,000 shall be allocated to private nonprofit Nebraska postsecondary institutions, which shall only be used for such purpose.
There is included in the amount shown as aid to this program for FY2023-24
$3,000,000 Federal Funds from the funds allocated to the State of Nebraska from the federal Coronavirus State Fiscal Recovery Fund pursuant to the federal American Rescue Plan Act of 2021, 42 U.S.C. 802, as amended, for regional workforce development initiatives of each community college region.
Sec. 5. Section 111, Legislative Bill 1412, One Hundred Eighth Legislature, Second Session, 2024, is amended to read:
Sec. 111. CASH FUNDS.
The receipts for FY2023-24 and FY2024-25 inuring to the several Cash Funds, together with any amounts held in account by the State Treasurer on June
30, 2023, are hereby credited to each of the funds respectively.
Expenditure of Cash Funds appropriated in this act shall be limited to the amount shown by program except when specific exceptions are made. The amounts appropriated in this act include the following funds:
(1) Legislative Council: Nebraska Legislative Shared Information System Cash Fund, Donations/Contributions Cash Fund, Nebraska Statutes Cash Fund,
Clerk of the Legislature Cash Fund, Biotechnology Development Cash Fund,
