1 A BILL FOR AN ACT relating to political subdivisions; to require approval
2 of the registered voters to increase salaries of governing bodies as
3 prescribed; and to provide a duty for the Government, Military and
4 Veterans Affairs Committee of the Legislature.
5 Be it enacted by the people of the State of Nebraska,

1 Section 1. It is the intent of the Legislature that any increase in
2 the salary of any governing body of any political subdivision which is in
3 excess of the increase in the cost of living since the last increase in
4 salary of such governing body plus one percent be approved by the
5 registered voters of such political subdivision at a statewide general
6 election before the increase can be included in the budget of the
7 political subdivision. No such governing body shall increase such
8 salaries more than once every two fiscal years.
9 Sec. 2. The Government, Military and Veterans Affairs Committee of
10 the Legislature shall prepare legislation to amend the necessary statutes
11 affecting salaries of governing bodies, budgeting, tax levies, and
12 elections for the various political subdivisions in order to implement
13 section 1 of this act in accordance with Article III, section 14, of the
14 Constitution of Nebraska.
