1 A BILL FOR AN ACT relating to public buildings; to amend section 72-819,
2 Revised Statutes Supplement, 2023; to change provisions relating to
3 a museum and visitor center honoring Chief Standing Bear; to repeal
4 the original section; and to declare an emergency.
5 Be it enacted by the people of the State of Nebraska,

1 Section 1. Section 72-819, Revised Statutes Supplement, 2023, is
2 amended to read:
3 72-819 (1) The Game and Parks Commission shall construct, develop,
4 and manage a museum and visitor center honoring Chief Standing Bear.
5 (2) It is the intent of the Legislature to appropriate to the Game
6 and Parks Commission for the Chief Standing Bear Museum and visitor
7 center:
8 (a) Not more than fifteen million dollars for fiscal year 2025-26
9 from investment earnings from the Perkins County Canal Project Fund and
10 credited to the Economic Recovery Contingency Fund as provided in section
11 61-305 for construction of the museum and visitor center;
12 (b) Seven hundred fifty thousand dollars for fiscal year 2023-24
13 2025-26 from investment earnings from the Perkins County Canal Project
14 Fund and credited to the Economic Recovery Contingency Fund as provided
15 in section 61-305 for exhibit fabrication and historical interpretation;
16 and
17 (c) Two hundred thousand dollars in fiscal year 2025-26 for
18 staffing.
19 (3) The Game and Parks Commission shall consult with the Ponca Tribe
20 of Nebraska and may execute a memorandum of understanding or contract
21 with the Nebraska State Historical Society for purposes of museum and
22 visitor center development, exhibit fabrication, and historical
23 interpretation.
24 Sec. 2. Original section 72-819, Revised Statutes Supplement, 2023,
25 is repealed.
26 Sec. 3. Since an emergency exists, this act takes effect when
27 passed and approved according to law.
