1 A BILL FOR AN ACT relating to appropriations; to change the use of
2 reappropriated funds as prescribed; and to declare an emergency.
3 Be it enacted by the people of the State of Nebraska,

1 Section 1. (1) The Federal Funds appropriated by Laws 2022, LB1014,
2 section 42, and reappropriated by Laws 2023, LB814, section 4, that were
3 designated as aid for grants to prepare land parcels pursuant to the
4 Rural Workforce Housing Investment Act shall be used by the Department of
5 Economic Development for grants for rehabilitation and adaptive reuse of
6 vacant or abandoned property in disproportionately impacted rural
7 communities. In awarding the grants, the department shall give preference
8 to applicants that applied for grants pursuant to Laws 2022, LB1014,
9 section 42.
10 (2) For purposes of this section:
11 (a) Disproportionately impacted rural communities means any city or
12 village that is located in a county with a population of fewer than one
13 hundred thousand inhabitants as determined by the most recent federal
14 decennial census and that is determined by the Department of Economic
15 Development to have experienced disproportionately negative impacts on
16 public health or the economy, or on both public health and the economy,
17 due to the COVID-19 pandemic; and
18 (b) Rehabilitation and adaptive reuse of vacant or abandoned
19 property includes land acquisition, predevelopment, and site work in
20 preparation for affordable housing development or installation of
21 neighborhood features for public use, such as parks, recreation
22 facilities, sidewalks, or community gardens.
23 Sec. 2. Since an emergency exists, this act takes effect when
24 passed and approved according to law.
