1 A BILL FOR AN ACT relating to the Temporary Assistance for Needy Families
2 program; to require the Department of Health and Human Services to
3 submit a report as prescribed.
4 Be it enacted by the people of the State of Nebraska,

1 Section 1. The Department of Health and Human Services shall
2 electronically submit a report to the Health and Human Services Committee
3 of the Legislature by November 1 of each year on the current and
4 anticipated expenditures for the Temporary Assistance for Needy Families
5 program funds allocated pursuant to the federal Personal Responsibility
6 and Work Opportunity Reconciliation Act of 1996, Public Law 104-193. Such
7 report shall provide the committee with all necessary and appropriate
8 information to enable the committee to conduct a meaningful evaluation of
9 such expenditures. Such information shall include, but not be limited to:
10 (1) A clear description of programs and services currently funded by
11 the Temporary Assistance for Needy Families program;
12 (2) A clear explanation of each purpose met by such program or
13 service;
14 (3) For programs and services provided by entities other than the
15 state, a clear description of the recipient of Temporary Assistance to
16 Needy Families funds;
17 (4) For programs other than the aid to dependent children program, a
18 clear statement explaining how an expenditure for that program or service
19 is more likely to help families achieve economic mobility and self-
20 sufficiency than an increase in expenditures for the aid to dependent
21 children program;
22 (5) The number of persons served under each program or service; and
23 (6) All costs and expenditures associated with each program or
24 service.
