1 A BILL FOR AN ACT relating to the Department of Health and Human
2 Services; to create the Nebraska Knowing is Doing Something pilot
3 program.

1 Section 1. (1) The Nebraska Knowing is Doing Something pilot
2 program is created within the Department of Health and Human Services.
3 The goal of the Nebraska Knowing is Doing Something program is to assist
4 Temporary Assistance for Needy Families recipients with removing barriers
5 to employment and education. The program shall provide fifteen million
6 dollars in block grants over five years to no more than two nonprofit
7 organizations. The organizations shall be located in a qualified census
8 tract of a city of the metropolitan class that serves Temporary
9 Assistance for Needy Families recipients in public schools, private
10 schools, and homeless shelters as of July 1, 2024. The Nebraska Knowing
11 is Doing Something program shall be subject to third-party and academic
12 review.
13 (2) The nonprofit organizations described in subsection (1) of this
14 section shall provide the following services:
15 (a) Youth development;
16 (b) Adult Education;
17 (c) Mental and behavioral health;
18 (d) Access to weekend food;
19 (e) Basic needs support; and
20 (f) Job training program for youths.
21 (3) The department shall award grants under the Nebraska Knowing is
22 Doing Something pilot program no later than December 31, 2024.
