1 A BILL FOR AN ACT relating to the Department of Health and Human
2 Services; to create the Nebraska Diaper Distribution Grant program.
3 Be it enacted by the people of the State of Nebraska,

1 Section 1. (1) It is the intent of the Legislature to appropriate
2 one million five hundred thousand dollars from the General Fund each
3 fiscal year beginning in 2023-24, to the Department of Health and Human
4 Services. The department shall use such appropriation to establish and
5 administer the Nebraska Diaper Distribution Grant program.
6 (2) For purposes of this section, diaper distribution center means a
7 community-based diaper bank or nonprofit distribution center operating in
8 Nebraska, or a local health department created under sections 71-1629 to
9 71-1635.
10 (3) The Nebraska Diaper Distribution Grant program shall provide
11 grants in aid to assist in funding for diaper distribution centers, with
12 the goal of expanding the reach of nonprofit diaper distribution.
13 (4) The Department of Health and Human Services may adopt and
14 promulgate rules and regulations to establish and administer the Nebraska
15 Diaper Distribution Grant program.
