1 A BILL FOR AN ACT relating to education; to create the Holocaust and
2 Genocide Education Training Grant Program; to provide powers and
3 duties to the State Department of Education, State Board of
4 Education, and Commissioner of Education; to create a fund; to
5 require a report.
6 Be it enacted by the people of the State of Nebraska,

1 Section 1. (1) The State Department of Education shall establish
2 and administer the Holocaust and Genocide Education Training Grant
3 Program to provide grants to school districts and educational service
4 units for training teachers in order to help foster cooperation and
5 innovation among teachers and schools in developing strategies for
6 applying best practices in the integration of Holocaust and genocide
7 education into social studies standards.
8 (2)(a) Holocaust education training programs may be in the form of
9 workshops, teacher trainings, and continuing professional education and
10 in-service training opportunities.
11 (b) Holocaust education training programs shall include instruction
12 on any and all social studies standards adopted by the State Board of
13 Education pursuant to section 79-760.01.
14 (3) In developing and implementing the Holocaust and Genocide
15 Education Training Grant Program, the State Department of Education may
16 utilize existing and appropriate public or private materials, personnel,
17 and other resources.
18 (4) On or before January 1 of each odd-numbered year, the department
19 shall submit a report electronically to the Clerk of the Legislature and
20 the Education Committee of the Legislature evaluating the Holocaust and
21 Genocide Education Training Grant Program.
22 (5) The Holocaust and Genocide Education Training Grant Program Fund
23 is created. The fund shall be used to carry out the Holocaust and
24 Genocide Education Training Grant Program. Any money in the fund
25 available for investment shall be invested by the state investment
26 officer pursuant to the Nebraska Capital Expansion Act and the Nebraska
27 State Funds Investment Act.
28 (6) It is the intent of the Legislature to appropriate two million
29 dollars from the General Fund to the Holocaust and Genocide Education
30 Training Grant Program Fund for fiscal years 2023-24 and 2024-25.
31 (7) The State Board of Education may adopt and promulgate rules and
